Ideas for a 2.5 gallon tank.?

I also have a bag full of aqua soil, so i am thinking about just filling it with freshwater plants. Do i need to cycle it for that? I will also probably be adding some ghost or cherry shrimp after a few weeks and maybe a tetra or two...
