If your flower boxes have large drainage holes, there may be too much of the water 'just' flowing by the roots and not enough moisture staying in the soil for the plant to absorb sufficient amounts. Amending the soil with peat moss or vermiculite will help keep some of the moisture in the soil available to the plant. Also sometimes lining just the BOTTOM of the boxes with plastic helps to keep more of the moisture in the soil, especially if the boxes are in the hot sun a good part of the day!
