phobic=bigot or Politically Incorrect?

After remarks by Kenny Chesney and NBA's abasador being black balled for saying he hates gays and is phobic is phobia bigotry or politicall incorrectness?Is being phobic that bad or is it a personal choice?Should it be cosidered bigottry only if taken to the next step by wronfull acts such as violence or insults?
